  • The Indiana Department of Insurance (IDOI) is pleased to announce the launch of its new Indiana Navigators website. This website provides information on how to become an Indiana Navigator, an Application Organization (AO), an Indiana Navigator Pre-Certification Training Provider, and a Continuing Education (CE) Course Provider. To view the Indiana Navigators website, go to IDOI’s homepage at www.in.gov/idoi and click “Indiana Navigators” on the left side of the screen.

 

  • When the Patient Protection and Affordable Care Act (PPACA) was signed into law in 2010, it not only introduced many of the changes coming to Medicaid and the private insurance market, but also introduced the concept of Navigators – individuals who will serve as unbiased, knowledgeable resources who can help reduce consumer confusion through outreach, education and enrollment assistance.

 

  • On May 11, 2013, Governor Pence signed into law House Bill 1328 (Indiana Code 27-19), which established guidelines for the Federally Facilitated Marketplace operating in Indiana. Beginning on October 1, 2013 any individual meeting the definition of “Navigator” in IC 27-19-2-12 and any entity meeting the definition of “Application Organization” in IC 27-19-2-3, must become certified by the State of Indiana to assist Hoosier consumers in completing applications for health insurance and health care plans under Medicaid and the Federally Facilitated Marketplace.

 

  • The Indiana Navigators website includes information about qualifications to become an Indiana Navigator or AO, the application process, pre-certification training and the Indiana Navigator Certification Exam for Navigators, and the process for annually renewing certification as a Navigator or an Application Organization. All candidates wishing to become Indiana Navigators must complete pre-certification training and two hours of continuing education (CE) per year.

 

  • Any insurance trade association, accredited college or university, educational organization, or AO, may also serve as an Indiana Navigator training provider. All pre-certification and CE courses must be submitted for approval by the Commissioner of Insurance. Once approved, a list of approved training providers will be posted on the Indiana Navigators website. Applications and other information for training providers can be found on the Indiana Navigators website.

 

  • If an agency is an Enrollment Center and has an agreement with the Family and Social Services Administration (FSSA) which allows it to enroll clients in Hoosier Health Wise (HHW) and the Health Indiana Plan (HIP), this agreement will remain in effect only through December 31, 2013.
